Director Thomas Fuller

Thomas Fuller serves as Director of Huntington County Emergency Management, where he leads the county’s efforts in emergency preparedness, mitigation, response, recovery, public information, planning, training, and grant administration. He coordinates closely with first responders, public safety agencies, government officials, volunteer organizations, and local, state, and federal partners to strengthen Huntington County’s readiness and resilience.

Originally from Wabash County, Fuller joined Huntington County Emergency Management as Deputy Director in 2023. Since then, he has helped coordinate emergency operations, disaster response and recovery activities, severe-weather preparedness, public education initiatives, emergency planning, and grant-funded projects. He was appointed Emergency Management Director by the Huntington County Commissioners effective August 8, 2026, succeeding retiring Director Robert “Bob” Jeffers.

Fuller earned a Bachelor of Arts in Emergency and Disaster Management from American Public University and is currently pursuing a Master of Arts in Emergency and Disaster Management. He holds the Professional Emergency Manager designation through the Indiana Department of Homeland Security and has completed the FEMA Basic Emergency Management Academy, along with numerous additional emergency management and public information courses. He also earned a Law Enforcement Certificate from Vincennes University in 2021.

Beyond his responsibilities with Huntington County EMA, Fuller serves on several public safety and community committees, including the Huntington County Local Emergency Planning Committee, Emergency Management Advisory Board, Public Safety Dispatch Board, Safe Schools Committee, Safe Prom Committee, and Huntington County Fire Chiefs Association. He is also a member of the Emergency Management Alliance of Indiana Public Affairs Team. Huntington County Humane Society

Through continued education, interagency collaboration, and community engagement, Fuller remains committed to protecting lives and property and ensuring Huntington County is prepared to meet the challenges of emergencies and disasters.
