Members of the Board were announced.
Introduction of the Surveyors Staff was announced.
MINUTES:
Bob Gressley made a motion to approve the 11/6/2025 minutes. Terry Keiffer seconded the motion. The motion passed 3-0.
DISCUSSION OF LANDOWNERS CONCERNS:
No landowners present.

Terry Kieffer made a motion to pay the claims. Bob Gressley seconded the motion. The motion passed 3-0.

Jerry Meehan updated the Board on his conversation with their legal counsel Attorney Andrew Boxberger concerning the removal of the obstruction in the drain.
Quotes received for work to remove the third footbridge (middle footbridge) are as follows:
Amor Excavating: $5,000.00
Bolinger Agricultural Drainage, LLC: $123,700.00
Clounie Landscaping: No quote received
The Board members were contacted via email on November 10th, 2025, the Surveyors Office received responses from four (4) Board members to accept the quote from Amor Excavating.

Jerry Meehan informed the Board that he met with Chris Line to discuss the upcoming work. He also informed the Board that we’ve not received the plans and profile from VS Engineering yet. Superior Site Solutions (Ty Knecht) submitted a quote for clearing a ~30’ width of trees in the area of the current tile location if necessary for $10,560.

The landowner is requesting to work in the Right-of-Way to install a 6” and 10” outlet. Terry Keiffer made a motion to allow. Bob Gressley seconded the motion. The motion passed 3-0. The Board was shown drone footage provided by EMA of the completed project.
Marilyn Bradford inquired if any of the excess spoil from the Michel-Young project could be acquired? She was informed to contact whoever’s ground had any spoil remaining.

Aaron Anson is requesting to work in the Right-of-Way to install a private outlet. Terry Keiffer made a motion to allow it under Surveyors Office supervision and with written permission from all landowners he will need to cross. Bob Gressley seconded the motion. The motion passed 3-0.

Engineering Resources is requesting to work in the Right-of-Way to install two (2) 6’ culvert crossings and a 24” outlet from the detention pond with a 20” orifice. Terry Keiffer made a motion to allow it under the supervision of the Surveyors Office. Matt Gilbert seconded the motion. The motion passed 3-0.

DISCUSSION OF DRAINAGE BOARD MEMBER’S CONCERNS:
Matt Gilbert would like Jerry Meehan to investigate piles of dirt in the Right-of-Way of the Willliam Sheets Drain.
