Regular Meeting Minutes of the City of Huntington, Indiana
Board of Public Works & Safety - November 17, 2025
A quorum of the Board of Public Works & Safety (Board) being present, the Board met for its regular meeting on Monday, November 17, 2025, at 3:30 p.m., in accordance with all applicable requirements, notice, and authority.
Call to Order
Mayor Strick opened the Board of Public Works & Safety meeting.
Board Members present: Mayor Strick, Danielle Albertson, Megan Bonbrake, and Luke Runyan. Absent: Anthony Lisinicchia. Also present: Shad Paul, Building Commissioner; Adam Cuttriss, Director of Public Works and Engineering Services; Bryn Keplinger, Director of Community Development and Redevelopment; Tim Bischoff, Street Superintendent; Police Chief, Cory Boxell; Mike Hartburg, City Attorney; and Christi McElhaney, Clerk-Treasurer.
Minutes of Previous Meeting
Board Member Bonbrake made a motion to approve minutes of October 20, 2025, regular meeting, seconded by Board Member Albertson. Motion passed 4-0. Minutes signed.
Old Business
Director Cuttriss presented an Agreement Amendment #1 for South Water Plant design with Lochmueller, an increase of $56,400 for design of the office and locker/breakroom space. Board Member Albertson made a motion to approve the amendment and authorize the Mayor to sign, seconded by Board Member Bonbrake. Motion passed 4-0. Mayor signed.
Director Cuttriss presented an Agreement Amendment #1 for Fire Station design with Shive Hattery, an increase of $40,000 (representing half of the cost of splitting the bid documents into two phases). Board Member Bonbrake made a motion to approve the amendment and authorize the Mayor to sign, seconded by Board Member Albertson. Motion passed 4-0. Mayor signed.
New Business
Police Chief Boxell recommended that Brianna Pepper be hired as a new police officer. Board Member Albertson made a motion to approve the recommendation that Brianna Pepper be hired as a new police officer, seconded by Board Member Bonbrake. Motion passed 4-0.
Clerk-Treasurer McElhaney presented a contract for Civic Plus Next Request Program for approval. The contract will help the City keep track of and respond to the many public access to records requests the City has been receiving. Those requests have increased this year significantly. Board Member Bonbrake made a motion to approve the contract, seconded by Board Member Albertson. Motion passed 4-0. Contract signed.
Street Superintendent Bischoff presented a Sourcewell Purchase Agreement for a used Altec bucket truck. The Superintendent is replacing a decades old truck with a 2018 for $136,000. Board Member Bonbrake made a motion to approve the purchase of the Altec 2018 bucket truck through Sourcewell, seconded by Board Member Albertson. Motion passed 4-0.
Ordinance Enforcement
Public Hearing: Mayor Strick opened the public hearing for 1327 E. Market Street, with no one wishing to speak, Mayor Strick closed the public hearing.
Order of Enforcement Commissioner Paul reported on 1327 E. Market Street. There are 14 unsafe, 16 minimum housing, and 26 corrective measures with a deadline of December 28, 2025 for compliance. Commissioner Paul spoke with the owner they may have a buyer. Board Member Bonbrake made a motion to affirm the order of enforcement, seconded by Board Member Albertson. Motion passed 4-0.
UpdatesCommissioner Paul reported on 631 First Street, owner, Hanover Lending. There are 10 unsafe, 9 minimum housing, and 7 corrective measures with a deadline of October 30, 2025 for compliance. Commissioner Paul spoke with the owner who promised the property would be brought into compliance, but as of today, nothing has been done. Board Member Bonbrake made a motion to modify the order of enforcement with a new deadline date and the assessment of an additional $5,000 willful failure to comply fine if no progress is made by the December 15th deadline, seconded by Board Member Runyan. Motion passed 4-0.

Accounts Payable
Board Member Bonbrake moved to pay the bills as presented, seconded by Board Member Albertson. Motion passed 4-0. Documentation signed.

Board Member Bonbrake moved to adjourn, seconded by Board Member Runyan. Motion passed 4-0. Meeting adjourned.
