Terry Keiffer made a motion to approve the 10/2/2025 minutes. Tom Wall seconded the motion. The motion passed 5-0.

Terry Keiffer made a motion to pay the claims. Bob Gressley seconded the motion. The motion passed 5-0.
DISCUSSION OF OLD BUSINESS:

Tom Wall made a motion to rescind their orders from July 17,2025 to remove the footbridge at Roanoke Park as well as the order to remove the riprap obstruction in the Dustman-Stuart-Sheets-Miller-Bear Drain. Terry Keiffer seconded the motion. The motion passed 5-0.
Tom Wall made a motion to send a 10-day notice to remove the riprap obstruction and to repair any damage caused by the obstruction under the supervision of the Surveyors Office. Tom Wall also requested a maintenance report for the removal or raising of the old remaining pedestrian foot bridge at Roanoke Park. Bob Gressley seconded the motion. The motion passed 5-0.

Jerry Meehan provided photos and informed the Board that he doesn’t believe the Engineering firm located the correct location of the existing tile. Jerry Meehan let the Board know that he was able to locate all but approximately 150 feet of the tile. Terry Keiffer made a motion to clear the trees on the Kloer property to locate the rest of the tile. Tom Wall seconded the motion. The motion passed 5-0.

DISCUSSION OF NEW BUSINESS:

Jerry Meehan provided photos of erosion on the bank. The consensus of the Board is to armor the bank with riprap.

The consensus of the Board is to have Enyeart Construction remove the failing structure on Rick Brubaker property and install a rock chute. With the landowner splitting the cost 50-50 with the Board.

Jerry Meehan notified the Board that Shafer Excavating gave an estimate of ~$8,000.00 to complete work. Tom Wall made a motion for Shafer Excavating to complete the work. Bob Gressley seconded the motion. The motion passed 5-0.

Jerry Meehan informed the Board of the attorney bill for the judicial review filed by the Town of Roanoke. Jerry Meehan is requesting to transfer $4,950.00 from the training fund to legal services. Tom Wall made a motion to allow. Terry Keiffer seconded the motion. The motion passed. 5-0.
Jim Michel stepped off the Board at this time.

Andy Bolinger is requesting a change from a trash basket to a flared inlet at the riprap bowl along CR 700 N, stating that if it is not performing adequately to the Board’s standard in two years he will replace at his expense. Tom Wall made a motion to allow. Matt Gilbert seconded the motion. The motion passed 4-0.
Jim Michel stepped back on the Board at this time.
Jerry Meehan informed the Board that the Auditor’s Office issued a reimbursement check to Well’s County for overpayment of 2022 and 2023 joint drain assessments in February of 2024 but did not inform the Surveyors Office of this action.
DISCUSSION OF DRAINAGE BOARD MEMBER’S CONCERNS:
Terry Keiffer inquired about the status of work on Majenica Creek.
Jim Michel offered to seed the side ditch of State Road 16 before weekend rain.
FIELD TRIP:
No field trip was taken.
