A quorum of the Board of Public Works & Safety (Board) being present, the Board met for its regular meeting on Monday, October 20, 2025, at 3:30 p.m., in accordance with all applicable requirements, notice, and authority.
Oath of Office
Clerk-Treasurer McElhaney administered the oath of office to the new Board of Public Works and Safety member Luke Runyan.
Call to Order
Mayor Strick opened the Board of Public Works & Safety meeting.

Minutes of Previous Meeting
Board Member Lisinicchia made a motion to approve minutes of the October 6, 2025, regular meeting, seconded by Board Member Bonbrake. Motion passed 5-0. Minutes signed.
Old Business
Director Cuttriss presented Change Order #7-LTCP for 15 various items with an increase of $8,730.80. Board Member Bonbrake made a motion to approve the change order, seconded by Board Member Albertson. Motion passed 5-0. Agreement signed.
Director Cuttriss presented Change Order #1 for Cottage, Park, and Jessup – OCRA portion that covers roads, sidewalks, and sewer work for a decrease of $267,198.76. Board Member Lisinicchia made a motion to approve the change order, seconded by Board Member Albertson. Motion passed 5-0. Mayor signed.
Director Cuttriss presented Change Order #1 for Cottage, Park, and Jessup – City portion that covers the water portion of the work for a decrease of $6,875.96. Board Member Lisinicchia made a motion to approve the change order, seconded by Board Member Bonbrake. Motion passed 5-0. Mayor signed.
New Business
City Attorney Hartburg presented and reviewed BPW&S Resolution 2025-13: “A Resolution of the Board of Public Works and Safety of the City of Huntington, Indiana Relating to the Assignment of a Project (Fire Station) to the City Redevelopment Commission.” Board Member Albertson made a motion to approve the resolution, seconded by Board Member Lisinicchia. Motion passed 5-0. Resolution signed.
Ordinance Enforcement
Public Hearings
Mayor Strick opened the public hearing for 631 First Street. With no one wishing to speak, the hearing was closed.

Order of Enforcement
Commissioner Paul reported on 631 First Street, owner Hanover Lending. There are 8 unsafe, 9 minimum housing, and 8 corrective measures with a deadline of October 30, 2025, for compliance. Commissioner Paul has had no contact since June with the property manager, and nothing has been done. Board Member Bonbrake made a motion to affirm the order of enforcement and assess a $2,500 willful failure to comply fine if no progress is made by the October 30 deadline, seconded by Board Member Albertson. Motion passed 5-0.
Commissioner Paul reported on 765/769 E. Washington Street, owner Hanover Lending. Commissioner Paul has had no contact since June with the property manager, and nothing has been done. Board Member Lisinicchia made a motion to affirm the order of enforcement and assess a $5,000 willful failure to comply fine if no progress is made by the October 30 deadline, seconded by Board Member Albertson. Motion passed 5-0.
Accounts Payable
Board Member Lisinicchia moved to pay the bills as presented, seconded by Board Member Albertson. Motion passed 5-0. Documentation signed.
