Downtown construction started this week at the Jefferson and Market intersection. In a turn of good news, Atlas Construction helped us identify a new project solution that will both save money (about $100,000 overall!) and greatly reduce the closure’s impact on the Downtown area. Upon entering the underground structure that was to be dug out and replaced, Atlas determined it could better meet the project objectives by leaving it in place, refurbishing it internally and installing new combined sewer overflow metering equipment.

Instead of a straight two-week closure, look for periodic daytime closures over the next week. Crews will leave the intersection open for as much of the upcoming work as possible. They will also reopen it overnight. The previously announced parking plan will remain in place during the intermittent closures.

A Market Street sewer project near the Post Office also resumed this week following crews’ holiday break. Next week, work will proceed into the block between Cherry and Poplar. The Post Office entrance remains open from Oak Street.

A few additional reminders:

  • Work schedules are always weather-dependent and subject to change.
  • This work is unavoidably disruptive and inconvenient. It’s also required to meet our state and federal obligations under our Long-Term Control Plan.
  • Much of this work requires excavating deep trenches to reach the necessary sewer depths. Keep a safe distance!

A map showing planned construction at Market and Jefferson streets, an alternate route and the parking impact.

As part of ongoing Long-Term Control Plan construction, an Atlas crew will be working in the intersection of Market and Jefferson streets beginning on or soon after Monday, January 6. An underground structure that helps us monitor and control combined sewer overflows needs to be replaced due to age. It’s an important piece of the overall project that will help Huntington meet its state and federal obligations under the LTCP.

Timeline

Look for construction to last for approximately two weeks. However, the exact start date and project length are subject to change due to weather or other unforeseen conditions.

Work Details

To replace the structure, crews will need to excavate about 12 to 14 feet underneath the Market and Jefferson street intersection. Please remind your employees and customers to keep a safe distance! Construction will be covered and contained nightly for safety reasons.

All construction will be within the intersection itself, with public access up to the intersection from Jefferson Street and both directions on Market Street.

Cherry Street via Park Drive or Washington Street will serve as the primary detour route.

Impact

We are coordinating with Atlas to minimize disruptions as much as possible. We also recognize that this project, while necessary, will likely cause some headaches for our Downtown businesses, workers and customers. We appreciate your patience and understanding!

Most parking will be unaffected, but parallel parking will be closed for two blocks from Washington to Franklin. This will allow enough room on these two blocks for limited two-way traffic so your customers can park on the east side of Jefferson and, when they are done, exit back in the same direction they came from.
