Huntington Awarded More Than $1 Million in Community Crossings Grants

HUNTINGTON – The Indiana Department of Transportation awarded the City of Huntington with nearly $1.06 million in matching grants for the city’s 2024 Street Paving Project and a project impacting Market and State streets.
INDOT Northeast announced more than $42 million in Community Crossings matching grant funds on Thursday for Northeast Indiana communities. Huntington’s portion of the award will be $1,059,539.79.
Of the amount Huntington will receive, $411,230.75 will be for street paving and $648,309.04 will be for the Market and State project.
The 2024 Street Paving Project is expected to be bid out in May. It will involve resurfacing the following streets:
- College Avenue (Gragg Street to Fruit Street)
- Commercial Road (Hauenstein Road to Flaxmill Road)
- Phillip Street (Byron Street to Canfield Street)
- East Park Drive (Warren Street to Wilkerson Street)
- West Park Drive (Lafontaine Street to Cherry Street)
- Byron Street (East Park Drive to Court Street)
- East Tipton Street (Division Street to Old US 24)
- Stephan Street (Esther Street to Poplar Street)
- West John Street (Polk Street to Oak Street)
- Water Street (West State Street to End)
- Center Street (Superior Street to cul de sac)
- Superior Street (Condit Street to Jackson Street)
- Gay Street (Condit Street to Jackson Street)
- Indiana Street (Briant Street to Sherman Street)
- Green Street (Elm Street to Major Street)
- Henry Street (Etna Avenue to Gardendale Avenue)
Huntington uses the Pavement Surface Evaluation and Rating (PASER) system to evaluate road conditions and prioritize maintenance and repairs. City staff completes visual inspections throughout the year to rate pavement conditions on a scale of one to 10.
The Market and State Streets project is expected to be bid out in July. The work includes installing a new sewer main starting at the Lafontaine Street intersection, heading east on State and Market streets and ending at Cherry Street. Complete street reconstruction will follow the sewer’s installation.
In addition to Thursday’s Community Crossings grant announcement, a number of street projects will be undertaken in the coming months to benefit residents and strengthen neighborhoods.
As part of the Long-Term Control Plan, parts of Lafontaine and Division streets and most of Tipton Street will be reconstructed following the installation of a new sewer line. Sidewalk reconstruction will also be among the improvements.
The remainder of Division Street will be reconstructed as a separate project. Last year, the city was awarded another INDOT grant of $496,507.60 to help fund the work.
Alongside a new trail connection about to be installed between Huntington University and the YMCA, the city will make roadway improvements at Gragg Street, Stults Road and 500 N. No public dollars were required for the trail portion of the project thanks to the Huntington Area Recreational Trails Association’s fundraising.
Finally, longstanding drainage and stormwater issues will be corrected for residents living on Jessup Street, Cottage Avenue and Park Street. The neighborhood improvements will include new sidewalks and reconstructed streets.
The city has received bids for the Cottage-Jessup-Park project and will award its contract during the April 15 meeting of the Board of Public Works & Safety. Work is expected to begin this summer. Indiana’s Office of Community and Rural Affairs awarded the project a nearly $600,000 grant to help fund the improvements.
