Meeting Information

The Common Council of the City of Huntington met on the 12th day of November 2025, at 7:00 p.m., in accordance with all applicable requirements and notice.

Invocation

Mayor Richard Strick gave the invocation.

Call to Order

Mayor Strick called the regular meeting of the Common Council to order.

Roll Call

Members present: Dwight Brautigam (remote), Charles Chapman, Dave Funk, PJ Felton, Paul Pike, and Andrew Rensberger.

Absent: Todd Johnson.

Public Hearings

  1. Mayor Strick opened the public hearing on Preliminary Resolution Designating Economic Revitalization Area for 2026 and 2027, with no one wishing to speak; Mayor Strick closed the hearing.
  2. Mayor Strick opened the initial public hearing on first reading of the Additional Appropriation 22-C-25 (General Fund, PS LIT Fund and LRS Fund). With no one wishing to speak, Mayor Strick closed the hearing. This public hearing is advertised and scheduled for November 25, 2025 Council meeting.
  3. Mayor Strick opened the initial public hearing on first reading of the Additional Appropriation 23-C-25 (GO Bond #4). With no one wishing to speak, Mayor Strick closed the hearing. This public hearing is advertised and scheduled for the November 25, 2025 Council meeting.

Approval of Previous Minutes

Council Member Rensberger moved to approve Council’s October 14, 2025 regular meeting minutes as presented, seconded by Council Member Pike. Motion passed 6-0. Minutes signed.

Reports from Committees, Boards, or Commissions

Nothing to report from Council committees.

Huntington County Health Officer, Dr. Matt Pflieger, presented the 2025 Opioid Settlement Distribution report along with Amber Rensberger, Huntington Community Foundation. They reported several organizations around the community that benefited from the 2025 distributions. They noted that the numbers are down for drug reoccurrences in the jails and the use of Narcan has declined. The committee felt that the Jail liaison at the Sheriff’s Department and the Huntington County Drug court distributions would make a great impact, along with other organizations supported this year. Questions were asked and answered.

That Viking Thing President, Graden Fields, reported that members have received over 100 Google Form surveys from students. The early results show students are looking for entertainment opportunities for teenagers. The Viking Thing is now brainstorming ideas.

Old Business

Council Member Felton moved to approve on second and final reading Ordinance 21-C-25: “An Ordinance of the City of Huntington, Indiana, Authorizing the Issuance of General Obligation Bonds for the Purpose of Providing Funds to Pay for Infrastructure Improvements, the Acquisition of Certain Equipment of the City and Incidental Expenses in Connection Therewith and on Account of the Issuance of the Bonds,” seconded by Council Member Chapman. Motion passed 6-0. Ordinance signed.

New Business

Council Member Pike moved to approve on first and final reading Resolution 5-R-25: “A Preliminary Resolution Designating Economic Revitalization 2026 and 2027”, seconded by Council Member Felton. Motion passed 6-0. Resolution signed.

Council Member Felton moved to approve on first reading Ordinance 22-C-25: “An Additional Appropriation Ordinance” (General Fund, PS LIT Fund, and LRS Fund), seconded by Council Member Chapman. Motion passed 6-0. This Ordinance will be read on second and final reading at the November 25, 2025 meeting after the advertised public hearing.

Council Member Chapman moved to approve on first reading Ordinance 23-C-25: “An Additional Appropriation Ordinance” (GO Bond #4 Fund), seconded by Council Member Felton. Motion passed 6-0. This Ordinance will be read on second and final reading at the November 25, 2025 meeting after the advertised public hearing.

Council Member Felton moved to approve on first reading Ordinance 24-C-25: “An Ordinance of the City of Huntington, Indiana to Establish a Municipal Riverfront Development Project and District”, seconded by Council Member Pike. Motion passed 6-0.

Council Member Chapman made a motion to suspend the rules for Ordinance 24-C-25 to be read a second time, seconded by Council Member Felton. Motion passed 6-0.

Council Member Felton moved to approve on second and final reading Ordinance 24-C-25: “An Ordinance of the City of Huntington, Indiana to Establish a Municipal Riverfront Development Project and District”, seconded by Council Member Pike. Motion passed 6-0. Ordinance signed.

Miscellaneous

Clerk-Treasurer McElhaney presented the October 2025 Monthly Budget Report.

Adjournment

Council Member Pike moved to adjourn, seconded by Council Member Chapman. Motion passed 6-0.
